Enterprise Directory Services Governance Board

Background

In February 2004, an Enterprise Directory Services project team was launched via the ITCommons to create a visionary architecture and plan for identity management, roles, data sharing and reconciliation, and directory services that reaches far beyond the current system and organization constraints. In September 2005, an Enterprise Directory Services Governance Board was established and began working on an initial set of recommendations to assist with defining the project scope and cost estimates. In September 2006, funding was approved for implementation of the Enterprise Directory Services project.

Purpose

Our purpose is to guide the Enterprise Directory Services project team in its implementation and ongoing production support of the new Enterprise Directory Services. Enterprise Directory Services will bring together data from multiple institutional sources and will be used by a variety of independent system applications and services. The Board will represent the varied sources of data, reconcile discrepancies, establish guidelines for consistent use and access, and provide the necessary oversight to ensure an accurate, secure, and functional service. The Board will be responsible for interpreting and communicating policies and guidelines for the data as related to Enterprise Directory Services usage.

Assumptions

The Enterprise Directory Services project team will respect the time of Board members by preparing materials in advance of Board meetings, ensuring adequate time for review and consideration. The project team will communicate to the Board in advance key deadlines that will impact the overall project timeline.

Charge

The Enterprise Directory Service Governance Board will:

  • Report progress and bring appropriate issues forward for resolution to the project sponsors: John King, Associate Provost, and Laura Patterson, Associate Vice President.
  • Communicate with the University community in accordance with the project communication plan.
  • Operate within a framework provided by the Enterprise Directory Services project team to conduct regular meetings, review materials in advance, provide detailed and specific feedback, and ensure that key decision deadlines are met.
  • Ensure that Enterprise Directory Services capabilities adhere to relevant local, federal, and state laws and regulations, as well as University policies.
  • Take direction from the Provost's Privacy Committee to ensure that directory capabilities support relevant federal, state, and university laws, regulations, and policies concerning privacy.
  • Approve the initial set of directory data attributes and precedence rules for populating these attributes.
  • Approve a core set of institutional roles for initial Enterprise Directory Services implementation.
  • Develop criteria for evaluating common campus needs for additional roles to be created and maintained over time.
  • Develop criteria for evaluating enhancement requests against common campus needs and make recommendations regarding enhancements that should be funded centrally versus those that should be unit-funded.

Composition

Members of the Enterprise Directory Services Governance Board will represent the overall needs of the University for an enterprise directory. Although they may be affiliated with a particular unit, their role is to represent the entire University, not just the needs of their respective area.

The Board will include data stewards from each major data source, including Human Resources and Affirmative Action, Ann Arbor, Dearborn, and Flint Registrars, and the Development Office. It will also include representatives from those IT units such as ITCS and MAIS that have responsibility for managing the data systems or infrastructure. Schools, colleges, and departments that run directory-enabled applications will also be represented. School, college, and departmental representation will change over time.
